Jeff passed away peacefully at Penrose St. Francis Hospital in Colorado Springs, Colorado where he lived for the past 21 years. Jeff was born in Scottsdale, Arizona on September 25, 1958 to Christine and Albert Foster Jr., who also predeceased him.

He graduated from Norwich High School in 1976 and enlisted in the Air Force a few years later in 1981. During his 21 plus years as a physical therapist assistant, he was awarded the Air Force Achievement Medal, Air Force Commendation Medal with two devices, NCO Professional Military Education Ribbon, and National Defense Ribbon. He was honorably discharged from the Air Force Academy as a Master Sergeant in 2002.

Jeff was an accomplished musician that could play any instrument that was placed in his hands or sat in front of him. He also played in some local classic rock bands as a drummer. He was also an avid artist and loved to draw cartoon caricatures and design his own inventions.

But most of all he loved his family very much so and would do anything for them, creating a tight nit family that supported each other through thick and thin.

He is survived by his loving wife Elaine (Davis) Foster, daughters Mary (Riley) Foster and husband Jim Riley from Colorado, Emily Foster and husband Brian Robison of Colorado, brother Jim Foster and wife Patty Foster and their children Eric and Hannah of Norwich, and sister Mary (Rotundo) Foster, husband Jim Rotundo of Washington State and their children Rebecca, Catherine, Charles and Elaina.

A small family memorial service will take place in Colorado Springs, Colorado.
